Concept of Mass Killing

Mass killing is defined as the intentional killing of a massive number of noncombatants during a war. Victims of mass killing may be members of any kind of group (ethnic, political, religious, etc.) as long as they are noncombatants and as long as their deaths were caused intentionally. We limit the mass killings analyzed to those carried out by national governments because states have been responsible for the great majority of mass killings since 1945. Although mass killing can occur in times of peace as well as war, we seek to explain only mass killings that occur during major armed conflicts.
